Meeting held January 9, 2003
Meeting was called to order at 7:05 p.m.
November Meeting Minutes will be presented at February meeting.

Treasurer’s report- Bill Dickson reported $ 2,344.00 in CARE account; expenditures were $1,380.05. Net income was $963.95. Don Patton raised the question as to whether a check for $100.00 had been written to Save the Elmgreen Meadow coalition. There was no record of a check being dispersed. Treasure Bill Dickson will review records. Don also reminded the group that an REI Grant for $500.00 is included in the treasury and is earmarked for use on the Chavez Trail when it is opened. The Treasure’s report was accepted with Don’s question pending.
President Colin Barton wished all a Happy New Year & expressed the hope that more people would attend meetings. He suggested that we invite our neighbors to meetings.
Committee reports-
a. Tower Report-Old Business-
Deb Carney announced that there will be tower hearings before the Planning Commissioners on Feb 12, Mar 5 at 6 p.m... In addition Mt. Morrison decision will be Feb. 4th. In addition CARE has filed suit against KWGN & Jefferson County over the issuance of a digital antenna permit to KWGN for their short, non-conforming tower across from Buffalo Bill. The cost of the required transcript of hearings, & a bond for injunction will be significant.Don D’Antuono moved that fund raising activities currently scheduled, for February 23, 2003, at the Sculpture house in celebration of the Lariat Loop Scenic Historic Byway be approved and further that funds raised thereby be expended as determined by the Board of Directors and its executive committee at its discretion.
The motion was seconded & approved.b. Hogback parking issue moved to Transportation Committee.
C. Community Awareness /Fundraising (Large Tract owners). Colin will compose a community CARE letter to be ready for February Care meeting. Colin will study area maps that were brought to the meeting with the goal of having a map delineating the CARE district, homeowners associations and groups within, public space, and private property not homeowner associations and groups.
d. Nominating Committee- Joan is still pursuing candidates for first & second Vice Pres. Rickie Hoekstra reports she may have found a Secretary.
e. Open Space, Trails, Recreation, Denver Mt. Parks- Don reported that Clear Creek Land Conservancy (CCLC) is talking to the City of Denver about the Chavez Trail in Genesee Mountain Park & will take Denver officials on a visit to the trail. He also reported that progress is being made on preservation of the Elmgreen family homestead property (about 400 acres). Jeffco Open Space will purchase about 100 acres, about 200 acres will remain as conservation easement with members of the family and Clear Creek County will purchase the remaining 100 acres. Clear Creek County has applied for two grants to help purchase the land and to plan for trails which will connect with JeffCo plans for Clear Creek Canyon and, hopefully, with Beaver Brook Trail
f. LaFarge Quarry OSAC finished item after successful Land swap.
g. Quarry Truck Problem- Moved to transportation committee.
h. Transportation, Programmatic Environmental Impact Study (PEIS), Hogback Parking & Quarry Truck Problem, I-70 Speeding.
Colin appointed Dick Bartlett to join Don Patton & Bill Astle on this committee. There was some discussion on the congestion every weekend from the bottom of Floyd Hill to Winter Park turn off... Quarry Truck size & number of trucks remains a problem. Speeding on I-70 remains a fact.
i.Community Center. Kitty Pring remains our delegate to the Grange Foundation. There will be a meeting of the Foundation on February 26. Joan will stay in contact with Kitty.
j. Wildfire Committee- Fire danger is high as drought persists.
· 1. Lariat Loop heritage Alliance- No report.New Business-
· 2. Speeding on I-70- Moved to Transportation Committee
· 3. Development, Land Use-parking, landscaping, Architecture Standards. This committee changed to Zoning & Planning. Colin will be receiving mailings on zoning & will manage this committee.
Other issues-
1. Central Mountain Community Plan- Bill Dickson will review the old Central Mountain Community Plan & report at the February meeting.
2. Denver Mountain Parks. Moved to Trails Committee.
3. Noxious weeds Committee- will remain an item. Colin will call Chair Judy Cattell.
1. Jeff Holland suggested that Home Owner’s Association Mentoring be included in Committees.Meeting ended at 9:20 p.m.
2. Planning & Zoning will be Colin’s report because he receives the notices from Jefferson County Planning & zoning.
3. Joan Schwarz suggested that there be a Past Presidents Summit. The group will include the entire board, & people who worked on the Survey the summit will review CARE Survey. Joan & Dick Bartlett will Chair this event.
4. The members present requested Rickie Hoekstra to chair another artist fundraiser. Rickie consented & requested help from the group. The tour will be Sept 2003. Joan suggested there be an informal supper for the participating artists after the tour.
5. Colin will call Ken Foelske to ask if he might come to a CARE Meeting to explain the recent award Open Space received from the American Society of Architects and discuss the Mountain Parks Master Plan, plans for Clear Creek County, and the LaFarge land swap.
6. Bill Dickson expressed his opinion that meetings need to be shorter if we expect community participation.
