President Jeff Holland opened the meeting at 7:15 p.m. at Mt. Vernon Country Club.

     Secretary's report- Linda Shanks- Secretary's report-Approval of Minutes of 12/9/99 CARE meeting with one revision.

    Treasurer's Report- Lynn Abram reported a balance at  the end of December of $1,199.31. This does not include cash and check
contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

    Homeowner’s Association reports
    Genesee Crossing- Dick Bartlett reported the death of Ed Anderson, first fire chief of Foothills Fire Department. Joan Schwarz offered
to send condolence card to Sharon Anderson on behalf of CARE.

    President's Report-  Jeff Holland
  a.     Jeff welcomed new Board members, including Dick Bartlett, first vice president; Lynn Abram, treasurer; Joan Schwarz volunteered to serve as second vice president, without the title.
 b.    He thanked retiring officers Jay Stateler, second vice president; Cynthia Pougiales, treasurer;  and Bob Smith, first vice president.
 c.     He requested help with Candidates Night. Committee volunteers Judy Cattell and Carole Lomond will work with League of Women Voters and ENABLE on the event, scheduled in September.

      Reports of Committees

Wildfire-Joan Schwarz reported that the next Jefferson County Fire Forum will focus on the 285 corridor.  Area residents are receiving flyers inviting them to the 2000 Jefferson County Fire Forum on Saturday, March 11, at Conifer High School. In mild weather, residents can trim lower and dead tree branches. Slash collection will be held again this summer in July.  For more details, visit the Web site at firewisehp@ad.com.

 b.       Tower Committee/T.H.R.E.A.T. -

  i. Deb Carney updated action related to Lake Cedar Group’s request for federal preemption in the Lookout Mountain supertower rezoning.
  ii.  Fox received permission for adding an HDTV antenna to its existing tower. The Jeffco Commissioners were warned by CARE this could push  its  RF over the limits. When readings were checked with a meter, it was over the limit. They will do more measuring and videotape the process in February.
  iii.   CARE does not object to adding 7.5 feet more height to the Stealth tree tower on Grapevine Road for Sprint.
  iv. Sen. Wayne Allard organized a town meeting and received a chorus of thank-yous from area residents for his stance on the towers.
  v. The next CARE tower/T.H.R.E.A.T. fund-raiser is the  Sweetheart Ball - Valentine dinner dance Feb. 12.  It will be combined with a silent auction. Residents are urged to donate their time, talents and services. Donations accepted directly by CARE/T.H.R.E.A.T. or through local homeowners’ associations. Call Linda Fine at 303-526-2282 to purchase tickets or volunteer.
  vi.  The CARE Web site had 43 hits, of which 17  were international.
 c.    Trails Committee-Jeff asked the several trails committees, including Beaver Brook Trail, Trails 2000, Chavez Trail and Clear Creek Trail, to work together as one.
  i. The Beaver Brook Trail will receive new markings. A fund-raising effort is under way to acquire funds for the marking project. Numerous area organizations are encouraged to participate.
  ii. Ron Larson will keep up to date on the Clear Creek Trails in the canyon.
 d.      HOA Mentoring-Dick Bartlett will work with Jay Stateler and Joan Schwarz to keep area HOAs involved.

 e.      Lariat Loop Heritage Alliance-Carole Lomond reported for Cynthia Pougiales that the U.S. Congress asked the Library of Congress Bicentennial Celebration to initiate a local legacy project as a way of learning more about historical areas. U.S. Rep. Tom Tancredo selected areas to respond and Golden was among these. The project is designed to document and pay tribute to the nation’s rich cultural heritage, specifically from 1800 to 2000. Carole compiled 25 subjects into a booklet, which includes the  Lariat Trail and Boettcher Mansion, to be deposited in the Library of Congress.

 f.      Transportation-Walt Kaesler reported he received a map of C-470, but no more information than that from CDOT about I-70 corridor plans.

 g.      Land use-No report

 h.      CARE Artist Studio Tour in year 2000 - Bob Smith and Linda Fine are organizing  tour, scheduled in September.

 Old Business
 a.      Beaver Brook watershed-CARE and local citizens were asked to put more pressure on the Congressional delegation requesting no or little development in that area. The request for federal funding to purchase the watershed is ranked No. 3 among requests in the U.S. Forest Service Rocky Mountain Region. It has not moved from that position, which is good. The Clear Creek Commissioners have to come up with a proposal and must decide how to set up an advisory group for Clear Creek County.

 b.      Proposed Community Church near Genesee Town Center?groundbreaking expected this winter.

 c.       Jeffco Noxious weed control grant program-Judy Cattell reported that Mount Vernon Country Club received one of these grants for weed control.

 d.      Quarry - The quarry is expanding. We have heard reports that the land will be traded with Open Space. CARE should invite the quarry representatives to discuss problems and discuss Plan Jeffco.
