President Jeff Holland opened the meeting at 7:15 p.m. at Christies of Genesee in Genesee Town Center.
1.      Introductions -

2.      Secretary's report- Linda Shanks- Approval of Minutes of 1/13/00 meeting with revisions.

3.      Treasurer's Report- Jeff Holland reported for Lynn Abram that there was a balance of $1,199.31. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board. CARE has received post office approval to mail at nonprofit rates; at least 200 pieces in mailing are required.  There are many rules to comply with, including mailings must spell out Canyon Area Residents for the Environment and must include no advertising.  CARE may not endorse any candidate for political office; this would jeopardize the organization’s 501(c)(3) status. It is important that members clarify they are speaking/acting as individuals, not representing CARE in political matters.  $50 donation received from Idledale Neighborhood Association for  annual CARE membership.

4.      Homeowner association Delegates' reports-

Idledale- Bob Smith reported neighborhood cookbooks are available for sale by contacting him at 303 697-8374.

Mount Vernon Metro District- reported pool renovations are on scheduled for regular opening.

Chimney Creek II- Bill Astle reported that fires burned some area trees and a large building under  construction.

Clear Creek Land Conservancy- Don Patton reported that CCLC is in the process of designating a permanent member to CARE.

Lininger Mountain/Shingle Creek- Nancy Burke reported that area Eagle Scouts constructed a  neighborhood message board for community messages off Exit 256 by the Idledale Fire Station

5.      President's Report-
Jeff Holland's motion was approved that he write a letter on behalf of CARE expressing the community's appreciation to Tony Sabatini on his retirement from JeffCo Open Space Advisory Committee.

6.      Special presentations-
Gregor Campbell with Friends of Red Rocks (park and amphitheater) asked for CARE’s support in his group’s efforts to preserve open space land from development and to gain conservation easements for land in the valley outside the park from I-70 to Town of Morrison. Bob Smith’s motion was approved to donate $100 to Friends of Red Rocks.

Sandy Schumacher and architect Jerry Rau reported on plans and progress of the new Lookout Mountain Community Church to be built at the edge of the business park near Genesee Town Center. Ground will be broken on the project this winter with completion expected by Easter 2001. Revised plans call for 1,200 total seating.

7.      Reports of Committees

 a.      Wildfire- Joan Schwarz reported the arrest of an area teen on arson charges related to fires at Genesee Trail Road and Chief Hosa Campground. Area residents are invited to the Jefferson County Fire Forum March 11 at Conifer High School. Call 303 271-8218 for information.

 b.      Tower Committee/T.H.R.E.A.T. - Deb Carney

i.  Recent RF measurements by CARE, JeffCo and broadcasters found Channel 2 and 6 emissions over legal limits.  CARE is following up.

ii. The committee made an informational presentation on local tower issues to Riva Chase HOA.

iii. Fox station litigation is still under way.

iv. Tickets to Sweetheart Ball T.H.R.E.A.T. fund-raiser are sold out.

c.      Open Space Trails and Recreation Committee- Don Patton reported a name was proposed for the committee of Patton, Ron Larson and Bob Smith.

d.      HOA Mentoring- Joan Schwarz circulated a proposed information sheet on CARE, its mission and activities to inform HOAs interested in participating.

e.      Lariat Loop Heritage Alliance- No report

f.      Transportation- Bob Astle reported on local CDOT open house on progress of environmental impact statement for I-70 mountain corridor.

g.      Land use- Bill Astle reported watching a number of measures before state legislators, many with pro-growth positions.

h.      CARE Artist Studio Tour in year 2000 - Bob Smith reported plans are under way.

i.      Candidates Night - Carole Lomond reported forum likely will be in September.

8.      Old Business
a.      Beaver Brook watershed- Don Patton reported process in beginning to appraise the market value of the land for a possible sale to U.S. Forest Service.
9.      New Business
a.      Publication of details of preliminary plat of proposed Sky Meadows Estates  (east of Grandview Avenue) for four residential lots on 21 acres.

b.      Don Patton reported Black Hawk casino interests are proposing a new road from Denver to gambling businesses that would cross JeffCo Open Space land.

c.      Quarry near Heritage Square wants a meeting with CARE to discuss proposed land swap. Meeting is set for Feb. 16 at 7 p.m. at Mount Vernon Country Club.

    The meeting was adjourned at 9:50  p.m.
