Introductions-
Special Guest. Jeffco P&Z Planner Steve Brown spoke
about development of new regulations for the placement of broadcasting
antennas for cell phones. Planning & Zoning has scheduled meetings
every other Friday at 9:00 a.m. regarding this issue. The goal of
the meetings is to explore issues & bring information to citizens that
will aid in the crafting of the Telecommunication Land Use plan and Regulation
Revision. CARE meeting participants advised prudent placement, particularly
near homes and schools and design sensitivity and limiting number of sights.
Steve expressed
willingness to attend Home Owner Association meetings to inform and listen
to any concerns neighbors may have.

Secretary’s report.
Joan Schwartz. November 2002 Minutes
were accepted as read. January 03 Minutes were accepted with two
corrections. 1. Ricki Hoekstra name spelling. 2. Deleting “In support
of Deb” in Don D’Antouno’s motion

Treasurer’s report.
Bill Dickson. CARE account. Received-
$1,000 from Paradise Hills HOA Paid- $400.00 to Carole Lomond as
approved at last meeting. Balance - $3,496.95.

President’s report.
Colin Barton. CARE meeting attendance
was addressed. Ricki Hoekstra suggested that the sending of post
cards announcing the meetings be reinstated. This was approved. Colin is
reviewing CARE district maps. Susan Landon offered to ask David Hammond
a cartographer to assist Joan presented an updated list of HOAs within
CARE boundaries. This will be reviewed. Colin and Joan will contact HOA
presidents regarding heightened participation with CARE.

a. Development.
Colin Barton. Presented Planning
and Zoning mail regarding proposed rezoning, C470 Corridor District development,
Central plains Community Plan- none of these within CARE boundaries.

b. Community Awareness.
Colin Barton. Colin
is developing a newsletter. Joan Schwarz reported she worked with Ron Larson
to nominate Al Hislop for a Citizen Award. Future nominations were discussed.

c. Tower Report.
Deb Carney. Jefferson County Commissioners
approved a replacement broadcast tower on Mount Morrison Tower. The meeting
went into executive session to discuss legal matters.

d. Nominating
Committee. Joan Schwarz. Joan
reported that she has used up all her sources for first and second vice
president and asked for help. Colin will contact Dick Bartlett about one
of these positions.

& Trails. No report.

f. Transportation.

g. Community Center.
Joan Schwartz. Kitty Pring, Dick Bartlett
and Colin Barton represented CARE at a meeting with the Lookout Mountain
Foundation. Good relations were established with the Lookout Mountain
Foundation and Colin Barton will follow up with its President.

HOA list.

Schwartz. Wildfire signs remain on high.

Tour. Carole Lomond. Carole distributed
tickets to sell for Sunday February 23.

Summit. Joan Schwarz.
A motion was approved that CARE host a Summit Lunch at the new restaurant
on Lookout Mountain Road called the Lookout Mountain Café with funds
from CARE.

Heritage Alliance. Posters for the
June 14, 2003 car rally were distributed.
