President Jeff Holland opened the meeting at 7:15 p.m. at Mount Vernon Country Club.

1.      Introductions -

2.      Special presentation- Representatives of J. F. Sato and Associates, Colorado Department of Transportation, Rapid Transit District and Jefferson County Highways and Transportation reported on progress and initial findings of Hogback Park-n-Ride Environmental Assessment now under way. It is part of a 20 year plan emphasizing changing traffic behavior along the I-70 corridor. These agencies are weighing the current and future transportation impact of a variety of existing and proposed projects, including rail, bus, air and alternative road routing. Studies will continue through  2002 with regular input from and reports to local residents.

Transit researchers would like to add 100 new Park-n-Ride parking spots serving the Paradise Hills RTD route. CARE representatives urged continued consideration of Rooney Road landfill area as a preferred Park-n-Ride site over creation of new lots elsewhere along I-70. CARE expressed opposition to transit committee's suggestion to create a new Park-n-Ride in the current open space area owned by Paradise Hills HOA at Paradise Road and Highway 40.  Also proposed in the environmental assessment as RTD parking lot expansion options are enlarging the existing Paradise Hills lot at exit 256 and creation of a new lot at exit 256 between Highway 40 and I-70 just west of the Paradise Hills lot.

CARE also expressed concern about Colorado Department of Transportation possible action on a 1601 application for road changes filed by Central City gambling businesses requesting increased access to gaming communities.  Blackhawk gaming businesses also may become involved. At issue is whether a new road would cross JeffCo Open Space land and require building a new tunnel connecting Highway 6 and Highway 119. CARE members thanked the transit planners for presenting their update and asked that the planners continue to involve local residents in the transportation planning process. 3.      Secretary's report- Linda Shanks- Approval of Minutes with revisions of 2/10/00 meeting.
 

4.      Treasurer's Report- Lynn Abram reported a balance of $1,249.31.  This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

7.      Reports of Committees

a.      Wildfire- Joan Schwarz - Jefferson County Fire Forum scheduled 3/11/00

b.      Tower Committee/T.H.R.E.A.T. - Deb Carney

i.  CARE approved motion authorizing Tower Committee's Steering Committee to negotiate with tower user groups. Motion does not authorize committee to enter into any terms or agreements without additional approval from CARE.
ii. JeffCo ruling allows Channel 31 to continue operating FOX tower, but a Board of Adjustment decision is still pending. CARE filed a zoning complaint alleging an illegal hot spot exists between Channel 7 and FOX. FCC has granted FOX request to increase power on digital from 223,000 watts to 1 million watts.  JeffCo ordered KHIH fence to be removed from Open Space land. KOSI plans to add a new antenna to its tower. CARE filed objection with JeffCo to Channel 4 request to add digital to short
microwave tower on Lookout Mountain.
c.      Open Space, Trails & Recreation Committee- No report.

d.      HOA Mentoring- CARE members authorized Joan Schwarz to use proposed flyer about CARE.

e.      Lariat Loop Heritage Alliance- No report.

f.      Transportation- CARE thanked Walt Kaesler for arranging tonight's special presentation by area
transportation planners.

g.      Land use- No report.

h.      CARE Artist Studio Tour-  No report.

i.      Candidates Night - Judy Cattell and Carole Lomond announced candidates forum set Tuesday, Sept. 12, at El Rancho Restaurant, co-sponsored by CARE, ENABLE and League of Women Voters.

8.      Old Business  (all items will not necessarily be discussed)
a.      Kitty Pring detailed her interest in establishing a healing center amid a community center in the existing Lookout Mountain Community Church. This building will be sold as a new church is being built in Genesee. Her concept is to offer yoga, massage, chiropractic and related healing services by leasing space in this building. She suggested the site also could be a community center offering recreation, artists’ studios and other amenities to local
residents. CARE motion approved to form a Village Community Center Exploration Committee to explore options and report to the board.  Initial committee members include Joan Schwarz, Kitty Pring and Don
Patton.

b.      Jeffco Noxious Weed Control Grant application submitted by a group that includes four area HOAs, JeffCo Nature Center, Ralston Elementary School and Rockland Church.

c.      A community meeting will be scheduled in April on the proposed LaFarge quarry expansion.

    The meeting was adjourned at 9:30  p.m.
