PRELIMINARY MINUTES
Meeting held March 13, 2003

Meeting was called to order at 7:05 p.m.

Treasurer’s report- Bill Dickson reported $ 2,344.00 in CARE account; expenditures were $1,380.05. Net income was $963.95.  Don Patton raised the question as to whether a check for $100.00 had been written to Save the Elmgreen Meadow coalition.  There was no record of a check being dispersed.  Treasure Bill Dickson will review records.  Don also reminded the group that an REI Grant for $500.00 is included in the treasury and is earmarked for use on the Chavez Trail when it is opened.  The Treasure’s report was accepted with Don’s question pending.

President Colin Barton wished all a Happy New Year & expressed the hope that more people would attend meetings.  He suggested that we invite our neighbors to meetings.

Committee reports-

1.    Development :   There were no new zoning proposals for the CARE area other than the latest Cedar Group tower proposal for Lookout Mountain.  Of interest to the group was a zoning proposal for an Ice Arena in Evergreen. There will be a meeting regarding this proposal at the Senior Resource Center in Evergreen on March 17 at 6:30 p.m.  Bill Astle raised concerns about  the intensity and direction of lighting on the Lookout Mountain Church and will  follow up with Jefferson County.

2. Open Space, Trails & Recreation:   Don Patton informed the group that the $100.00 check to the Trust for Public Lands (for the Emlgreen Open Space Coalition) had not been received, but at this point the Trust doesn’t need this check. Don proposed a motion to rescind approval of this check at the request of the Trust.  Motion was seconded & unanimously approved.  The Clear Creek County Open Space Commission has received a grant from ‘Great Outdoors Colorado’ (GOCO) for their portion of the Elmgreen Land.  440 acres have been preserved (including the Jefferson County Open Space portion).  At this point access to the land is a problem.  The “Meadow” on I-70 is not part of the deal, and unless Jefferson County & Clear Creek Open Space purchase it in all likelihood it will be developed.

With the $2.5M appropriation before the President, the Forest Service is half way towards the money necessary for the purchase of the Beaver Brook Watershed.  $21M is the entire amount necessary.   The rest of the money is at the discretion of the president in appropriations for 2004 and 2005.
Don continued explaining a Trails Grant for the Elmgreen property will connect existing and planned trails back into Jefferson County Open Space in CARE’s area.

3. Towers/T.H.R.E.A.T.: Deb announced announced dates for Jefferson County hearings beginning April 2 at 6:00 p.m. April 9 at 6:00 p.m. and April 23 at 1:00 p.m. regarding the latest Lake Cedar Group proposal. She also explained that if neighbors wish to testify at the hearings Jefferson County is now requiring signed permission from the HOA they represent.  The CARE board went into closed session to discuss legal matters in regard to the recent Jefferson County decision to approve the Mt.Morrison  tower proposal of Public Interest Corporation

4. Transportation: Dick Bartlett, Bill Astle & Don Patton will attend the Mountain Advisory Committee meeting on April 16.  Dick Bartlett showed the group a radar gun for checking vehicle speeding particularly on I-70.   He hopes to gather data on speeders to show the State Highway Patrol.  A Fixed Guideway system of transportation on I-70 was discussed and ended with a motion by Colin Barton that Care supports the general concept of a fixed guideway transit for the I-70  corridor through the CARE district.  The motion was seconded by Bill Astle and approved unanimously.

5. Community Center:  Colin Barton, Dick Bartlett, and Kitty Pring attended a meeting of the Genesee-
Lookout Mountain Foundation.   Kitty informed the group that she felt this Foundation has “abdicated their corporate purpose and have not fulfilled their fiduciary responsibility”.  Along these lines Dick Bartlett commented that it’s possible the property could ultimately go up for sale if the Foundation hasn’t paid their taxes, but can only be purchased by a similar tax-exempt organization.
In an attempt to give the Foundation an opportunity to be more involved in the community Colin plans asking the Foundation if they would consider hosting a community wildfire meeting in early June.

6. Wildfire: Susan Landon invited David Hammond (from the Friends of Colorow HOA to this meeting.  David’s expertise is Geographic Information Systems (GIS).  In his teaching capacity David has his students working on a project mapping the CARE area, which will include house density, road access, vegetation, slope aspect and fire hydrant locations.  Their work will be completed in May.  Colin told the group that Genesee had similar mapping done.  The map can be seen at the Genesee Foundation office.  Joan Schwarz announced that there will be a Wildfire Meeting presented by  Rocco Snart (Wildfire Mitigation Specialist with the Jefferson County Office of  Emergency  Management) on Thursday June 5. The place of meeting is yet to be finalized.

7. Nominating Committee: Dick Bartlett was nominated for First Vice President and was unanimously approved.

8. Community Awareness/Fund Raising: Colin announced that CARE will be participating in Earth Day at the Lake House in Evergreen on April19 from 10 -4: p.m. CARE participants will share the event hours. Colin will call Deb for a representative from THREAT to be part of the team to explain the issue. Cynthia Pougiales will be asked to represent Lariat Loop Heritage Alliance. Carole Lomond suggested her book, ‘Lariat Loop Scenic & Historic Byway’, could be sold.  The CARE brochure will be reprinted for this event.

9. Events:

Sculpture House Tour: Carole Lomond reported that the tour was a great success.
Artist Tour : Ricki Hoekstra-  no report.
Past Presidents Summit:  Dick Bartlett  & Joan Schwarz decided that Saturday March 29,  depending on the presidents availability, as the date for lunch at  the  Lookout Mountain Café.
Old Business-
· 1. Lariat Loop heritage Alliance- No report.
New Business:
No new business was discussed.
Home Owners Association reports:
Colin Barton reported that Genesee is increasing their indoor exercise space at Foothills Club House.  Fire Mitigation continues and that a new water pump station has been built.
Minutes for January & February 2003 were approved.

Treasurers report:

CARE Account $3,496.95.
Paradise HAO contributed $1,000.00 to CARE.
A motion by Bill Astle & seconded by Dick Bartlett was unanimously approved to renew the CARE mailbox for $100.00.
A motion by Bill Astle & seconded by Dick Bartlett to spend $150.00 for mailing of  CARE Community Newsletter.
A motion was made and approved unanimously to spend $350.00 for printing the CARE newsletter.
A motion by Colin Barton and seconded by Dick Bartlett was unanimously approved to transfer the Sculpture House tour proceeds  from the general account to the THREAT account.
The CARE Meeting concluded at 9:30 p.m.
