President Jeff Holland opened the meeting at 7:15 p.m. at Idledale Community Church.

 1.      Introductions -

 2.      Secretary's report - Linda Shanks - Minutes of 3/9/00 meeting were approved.

 3.      Treasurer's Report - Lynn Abram reported a balance of $1,149.31 in CARE account.  This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

            4.      Homeowner association Delegates' reports-

 Panorama Estates - Lynn Abram reports neighborhood cleanup is at the
end of April.

Genesee Crossing - Dick Bartlett - said a home was burglarized, with teens suspected.

Columbine Glen - Resident Joan Schwarz reports adding canisters at Beaver Brook Trail access/parking
areas in hopes hikers with dogs will collect and deposit their pet waste, which is becoming a problem at trail heads.

Idledale - Carolyn Braun noted several activities are planned at Humphrey Memorial Park and Museum in Evergreen, all open to the public:  June 11 at noon - variety of workshops on furniture refinishing, Indian artifacts, antique jewelry.  July 30 - bluegrass concert. Call 303-674-5429 for details.  Bob Smith said the Idledale clean-up is scheduled in mid-May.  Also the town of Morrison, Evergreen and Kittridge are involved in hiking/biking trail along C470-west to Evergreen. Idledale Neighborhood Association has invited Foothills Fire District candidates for community forum April 24 at Idledale Community Building.

Rilliet Park - Cynthia Pougiales said a neighbor saw a large mountain lion about 4 a.m.  crossing Lookout
Mountain Road near Fire Station and Charros Road.

Chimney Creek - Bill Astle said residents have been meeting with Lookout Mountain Church
representatives regarding construction plans for the new church in Genesee.

Panorama Estates - Ron Larson reported he was participating at Colorado Earth Day April 14 to 16 at Currigan Hall with a display on Lookout Mountain antennas and Lariat Loop Heritage Alliance. Evergreen Lake House Earth Day is being celebrated April  22.

 6.      Reports of Committees

  a.      Wildfire-Joan Schwarz - Again this year local residents can bring forest slash by Jefferson County for area pick-up July 15 and 16 from 9 a.m. to 4 p.m. at Highway 40 dirt lot at Lookout Mountain Road.  Rooney Road wood disposal site now is open on weekends. Residents are urged to clear and thin trees and dead limbs at these county wood waste disposal sites as a treacherous fire season is predicted for summer 2000. Other recommendations are to use hearty landscape products, mulch and water plants to keep them fire-safe. Attendance was about 90 at the annual Wildfire forum. the 2001 forum is scheduled in the 285 corridor again. CARE motion adopted authorizing Joan Schwarz to contact Friends of Red Rocks representatives about cooperating in State Department of Transportation adopt-a-highway clean-up program along I-70 from Morrison to Genesee. Local residents also can adopt-a-bus stop through RTD.

  b.      Tower Committee/T.H.R.E.A.T. - Deb Carney reported a lot is going on, including investigation of zoning and permit violations and filing complaints and Federal Communications Commission pre-emption response.  Westword Magazine article April 5 “ Something in the Air” detailed Lookout Mountain tower issues.  Committee research found 11.654 megawatts of power on Lookout Mountain from towers for Channel  9, 2, 4, 7, 16, 31,  KHIH and KOSI. Most watts from Fox’s Channel 31 tower.   DTV signals could be allowed to transmit from Channel 2 site if county declares the site legal or legal nonconforming use.  Public participation is encouraged and  is due to FCC by May 10 on
Federal Communication Commission on proposed pre-emption. CARE encourages letter-writing campaign to FCC expressing the community’s opposition to Lake Cedar Group’s petition for FCC to pre-empt  Jefferson County Board of Commissioner’s decision to deny the supertower on Lookout Mountain. Community meeting is set May 4 at Christie’s at Genesee Towne Center for an update on tower issues. Secretarial volunteers are  needed to help with CARE legal fight.  Contact Deb Carney at  303-526-9666 to help. Second Annual Mother’s March is May 12 at Taj Mahal to show opposition to FCC pre-emption and in support of county position denying the supertower. Call Monnie Barrett at
303-526-1363.  Public comments due May 17 on FCC proposed rulemaking on digital TV. Circle  weekend of June 10 and 11 8 a.m. to 5 p.m. for First Annual Canyon-Wide Garage Sale to benefit CARE/THREAT effort.  Donations accepted now through June 9.  Call with donations and to volunteer to help, 303-526-3093.

  c.      Open Space, Trails & Recreation Committee-Bob Smith, Don Patton and Ron      Larson - No report.

i. Trails 2000 project - Jefferson County Open Space and Denver Mountain Parks are developing a joint
parks/trail plan.

ii. Beaver brook Trail markings project

  d.      HOA Mentoring -  Joan Schwarz reported work continuing in this area.

  e.      Lariat Loop Heritage Alliance - Cynthia Pougiales reported Gov. Bill Owens sent letter to CARE as a LLHA partner, recognizing LLHA designation as an official Colorado Heritage Area - the first representing the Foothills/Front Range past and present historical value. New LLHA brochure being ready for distribution in May.

  f.      Transportation - No report. But Bill Astle advised that Central City/Black Hawk casino interests are aggressively seeking a road and possibly a tunnel from Soda Creek into Clear Creek area. CARE received request (but declined to take action on it) from Colorado Alliance for Rapid Transit  Solutions for membership campaign support/donations from area communities for monorail concept.   g.      Land use - No report.

  h.      CARE Artist Studio Tour in year 2000 - Bob Smith reported organization meeting scheduled      April 19.

  i.      Candidates Night (Sept 12) -  Carole Lomond reported forum scheduled at El Rancho restaurant.

  j.      Community Center Exploration Committee - It was moved/seconded by Ron Larson/Cynthia Pougiales that the sense of CARE was to continue the analysis of a possible future community purchase of the church property on Lookout Mountain Road, as stated by Richard Bartlett. His initial research indicates the idea would need to be voted on by residents  and a Recreation District would need to be created to fund the center - which would require about two years to accomplish. He estimates an additional assessment of $30 to $50 per residence annually to raise $90,000 to $150,000 annual community center operating budget. Members and delegates present recommend CARE HOA delegates informally survey members for positive or negative response on the community center idea.

 7.      Old Business
  a.        Rooney Valley: mega-mall in the valley and Bandimere area strip mall apparently are closer to being developed with new land agreement between Lakewood and Morrison.

  b.      Golden-area Save the Mesas group asked Dick Bartlett to coordinate a meeting April  18  with Plan Jeffco, ENABLE and other interested groups regarding LaFarge Quarry proposed land swap with Open Space.     Thursday 4/6 at 7 p.m. at Marriott Denver West.

  c. Pine beetle forum scheduled April 25. Call Jeff Holland for details.

8.      New Business
 a. Denver West office park apparently has been sold.
The meeting was adjourned at 9:30  p.m.
