President Jeff Holland opened the meeting at 7:10 p.m. at Mount Vernon Country Club.

1. Introductions -

2. Special presentation - Golden Economic Development Commission members Susan Blansett and Patti Hartman polled CARE members in attendance to complete a public input/feedback survey the commission is taking of area organizations and individuals. Received comment on variety of matters affecting Golden, including issues of importance to CARE, needs today and vision of Golden in future, goals of economic development and important activities for Golden.

3. Secretary's report - Linda Shanks - Minutes of 4/13/00 meeting were approved.

4. Treasurer's Report - Jeff Holland reported for treasurer Lynn Abram a balance of $1,149.31 in CARE account. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee.  Those funds are being accounted for to the board.

5. Homeowner association Delegates' reports -

Idledale - Bob Smith reported a large bear has been seen on the east side of Grapevine Road. 

Mount Vernon Metro District - Ricki Hoekstra said a bobcat was spotted in the area and lightning killed an elk and started a tree fire.

7. Reports of Committees -

a. Wildfire- Joan Schwarz - Apparently students were responsible for a grass fire on Bald Hill. Foothills Fire and Rescue Team responded to this call. 

Citizens are reminded of annual Foothills Fire and Rescue Team Annual Pancake Breakfast Sunday, June 4 from 7 to 11 a.m. at the fire station, 67 S. Lookout Mountain Road. Adults $6, under 12 $3. Bring fire extinguishers for inspection and service. A CARE table will be set up at the breakfast.  

Jefferson County will collect forest slash for area pick up July 15 and 16 from 9 a.m. to 4 p.m. at Highway 40 dirt lot at Lookout Mountain Road. 

Rooney Road wood disposal site now is open on weekends. Residents are urged to clear and thin trees and dead limbs and dispose of them at these county wood waste disposal sites, as a treacherous fire season is predicted for summer 2000. Other recommendations are to use hearty landscape products, mulch and water plants to keep them fire-safe. 

Call Joan at 303-526-0017 to order a recommended house number to be posted to assist fire and rescue response.

b. Tower Committee/T.H.R.E.A.T. - Deb Carney reported receiving notice of considerable opposition nationwide against Federal Communications Commission proposed pre-emption of Jefferson County Board of Commissioner’s decision to deny the supertower on Lookout Mountain. Opponents include all Colorado Congressional and state house delegates, National Association of Counties, National League of Cities and from cities throughout Colorado, Illinois, Michigan, Texas, Virginia, Wisconsin and elsewhere. CARE submitted 50-pages of comment in opposition to FCC pre-emption, including comments by area engineers denoting feasibility of alternative sites to Lookout Mountain for supertower. 

 Representatives of United Tribes of Colorado authorized Deb Carney to represent them opposing FCC pre-emption effort.

 Secretarial volunteers are needed to help with CARE legal fight.  Contact Deb Carney at 303-526-9666 to help. 

Second Annual Mother’s March was May 12 at Taj Mahal to show opposition to FCC pre-emption and in support of county position denying the supertower. 

Donations of items and volunteer help needed for First Annual Canyon-Wide Garage Sale to benefit CARE/THREAT effort planned weekend of June 10 and 11 from 8 a.m. to 5 p.m. at Paradise Hills open space field at exit 256 and Highway 40.  Donations accepted now through June 9. Call with donations and to volunteer to help, 303-526-3093.

c. Open Space, Trails & Recreation Committee - Ron Larson reported clean-up days scheduled in May by Golden Earth Day Council (Clear Creek), Mountain Area Democrats (along I-70).

d. HOA Mentoring - Joan Schwarz reported CARE is providing mentoring information at the Foothills Fire and Rescue Team pancake breakfast June 4.

e. Lariat Loop Heritage Alliance - The Web site is active and a new brochure is ready to be printed.

f. Transportation - Walt Kaesler is investigating next step for Colorado Alliance for Rapid Transit Solutions’ monorail concept.  State legislature in May denied appropriations for a test CARTS monorail project in Summit County. Call CARTS at 1-877-468-2100 for details.

g. Land use - No report.

h. CARE Artist Studio Tour in year 2000 - Bob Smith reported committee is contacting approximately 30 area artists seeking their participation. Dates narrowed to Sept 9 and 10 or Sept 16 and 17. Call him at 303-697-8445 for details.

i. Candidates Night rescheduled for Monday, Sept 11 at El Rancho Restaurant at 7 p.m. , Carole Lomond reported.

j. Community Center Exploration Committee - Dick Bartlett said CARE is investigating a satellite of Golden Community Center.

7. Old Business

a. Kitty Pring reported Mount Vernon Canyon area is in second year of a grant for remediation and education of noxious weeds. Booklets have been prepared and are available identifying area noxious weeds which are crowding out native plants and can also be dangerous to wildlife. Weed control representatives will be on  hand at the pancake breakfast June 4.  The grant also is supporting a Community Weed Bonanza and Picnic  on June 17 at 5 Points in Mount Vernon (at old tennis courts and picnic area) 9 a.m. to noon followed by a  free picnic. Learn to identify and help control noxious weeds. Bring work gloves, sunscreen and water. For  details, call Judy Cattell at 303-526-0859 or Kitty Pring at 303-526-1151 for details.

b. LaFarge Quarry proposed land swap - Dick Bartlett reported the formation and meeting April 18 of a consortium of CARE and six other area organizations. They are cooperating to coordinate concerns for county and LaFarge to consider in this transaction.

8. New Business

a. Cassens property rezoning application - Proposed property rezoning at Mount Vernon Road and Highway 40 for a log model home.  Community meeting scheduled May 15.

b. Clear Creek Land Conservancy has negotiated the purchase of 10 acres along Chavez Trail adjoining Denver Mount Parks.

c. Zoning proposed for El Rancho mini storage facility.
