1. Introductions -
2. Special presentation - Tour of historic Chief Hosa Lodge by David Peri, president of Periscope Marketing and since Jan. 1, 2000, the operator/licensee for Denver Mountain Parks. He detailed improvements he has made to the facility, including new hardwood floors, new copper plumbing, new electrical wiring and new kitchen. Site will continue to operate as a campground and event center with restaurant service. However, he has no plans or a timetable to go forward with a snow play park at the lodge. He said the snow play park concept is not in the facility’s lease and would require a variety of approvals to implement.
3. Secretary's report - Linda Shanks - Minutes of 5/11/00 meeting were approved.
4. Treasurer's Report - Treasurer Lynn Abram reported a balance of $1,069.31 in CARE account. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.
5. Homeowner association Delegates' reports -
Chimney Creek II - Noxious weed pull is June 10.6. President's Report- Jeff Holland - CARE is pursuing the possibility of holding a joint informal meeting/potluck in August with ENABLE members at Humphrey House, Evergreen.Mount Vernon Metro District - Kitty Pring said Mount Vernon Canyon noxious weed pull, the Community Weed Bonanza and Picnic, is at 9 a.m. on June 17.
7. Reports of Committees
a. Wildfire - Joan Schwarz - High to very high fire danger locally and county-wide with many restrictions including no open fires and no unapproved fireworks. Fines can reach $1,000. For fire and safety reasons, Lariat Trail will be closed to traffic again this year on July 4.8. Old BusinessArea residents can deposit forest slash for pickup by Jefferson County on Saturday and Sunday, July 15 and 16, from 9 a.m. to 4 p.m. at Highway 40 dirt lot at Lookout Mountain Road. Rooney Road wood disposal site now is open on weekends. Residents are urged to clear and thin trees and dead limbs and dispose of them at these county wood waste disposal sites, as a treacherous fire season is predicted for summer 2000. Other recommendations are to use hearty landscape products, mulch and water plants to keep them fire-safe.
Call Joan at 303-526-0017 to order a free recommended house number to be posted to assist fire and rescue response.
b. Tower Committee/T.H.R.E.A.T. - Committee has received notice of support from National Association of Counties recommending that a full environmental impact assessment be required of impact of Lake Cedar Group's proposed supertower on Lookout Mountain.
c. Open Space, Trails & Recreation Committee - No report.
d. HOA Mentoring - No report.
e. Lariat Loop Heritage Alliance - Cynthia Pougiales reported a walk through at Evergreen Historic District and planned July 17 potluck and informal board meeting at her house. Alliance is now receiving final comments on final draft of brochure. 100,000 copies are being printed and will be available in June. For details, visit new Web site at www.lariatloop.org
f. Transportation - Walt Kaesler is investigating next step for Colorado Alliance for Rapid Transit Solutions' monorail concept. State legislature in May denied appropriations for a test CARTS monorail project in Summit County. Call CARTS at 1-877-468-2100 for details.
g. Land use - No report.
h. CARE Artist Studio Tour in year 2000 - No report. Call Bob Smith at 303-697-8445 for details.
i. Candidates Night scheduled Monday, Sept 11, at 7 p.m. relocated to Evergreen Lake House, Carole Lomond reported.
j. Community Center Exploration Committee - Kitty Pring reported obtaining useful information from Golden Parks and Recreation District on establishing an area recreation district, as well as how to be included in an existing recreation district. No appraisal done yet establishing price on Lookout Mountain Church property. Focus groups may be scheduled at the church on Lookout Mountain Road for area homeowners' groups to detail what they would like to see if a community center were established in the church property.
a. CARE's position has been to not support the addition of new parking lots in the mountains. Group's preference is that any new lots be created not in foothills or mountains but in flat lands, such as at Rooney Road landfill. This is in regard to C-DOT's proposed expansion of mountain-area commuter parking spaces. CARE is revisiting this issue for a position with regard to future mountain commuter parking and mass transit.9. New Businessb. Adopt-a-Highway sponsorships are already taken by area organizations on highways in CARE mountain canyon.
a. Jeff Holland asked members to consider proposed CARE policy on E-mail which stipulates that in no case may lists of CARE-related names and addresses be given to anyone not associated with CARE, without approval from the CARE board. Policy also requests use of blind carbon copy protecting addresses, that requests to send non-CARE-related E-mail to the CARE list should, in general, be declined, and that CARE remain politically neutral in all its communication.The meeting was adjourned at 9:10 p.m.b. New Rilliet Park HOA delegate to CARE is Kate Green. Paul Dempsey is new Genesee Foundation delegate.
c. Carol Lomond proposed a bike lane be added on Lookout Mountain Road and a separate zip code be investigated for the mountain corridor now designated with the Golden zip code. A separate zip code would reduce confusion about sales tax differences in Golden and unincorporated Jefferson County.
