    Second Vice President Joan Schwarz presided in the absence of Jeff Holland and Dick Bartlett. She opened the meeting at 7:05 p.m. at Mount Vernon Country Club.

    1.      Introductions -

    2.      Secretary's report - Linda Shanks - Minutes of 6/8/00 meeting were approved.

    3.      Treasurer's report - No report.

    4.      Homeowner association Delegates' reports -

Rilliet Park - Katey Greene said a mountain lion has been seen in the area.

Panorama Estates - Ron Larson said a bear has been seen in his neighborhood. The HOA annual picnic is Aug. 12 and all area residents are invited.

    5.      President's Report by Joan Schwarz - No regular CARE meeting is scheduled in August.. Instead, a combined meeting is scheduled with ENABLE  (Evergreen North Area Balanced Land Use Effort), PLEASE (Planned Living Association of South Evergreen), MALT (Mountain Area Land Trust), CCLC (Clear Creek Land Conservancy) FORR (Friends of Red Rocks) and LLHA (Lariat Loop Heritage Alliance) at Humphrey House Museum, 620 S. Soda Creek Rd, Evergreen, west of Bergen Park) Aug. 23 at 7:30 p.m. Topic is "How we get it done." Cookies and coffee will be served. Directions to Humphrey House: I-70 west. Exit at Evergreen Parkway, Hwy. 72 toward Evergreen. Past El Ranch, past Kerr Gulch Rd. Turn right at King Soopers light. Take immediate left on Soda Creek Road about 1 mile on right (watch for the
croquet court) and into parking lot.

     6.      Reports of Committees -

a.      Wildfire - Joan Schwarz - High to very high fire danger locally and county-wide with many restrictions including no open fires and no unapproved fireworks. Fines can reach $1,000.  For fire and safety reasons, Lariat Trail was closed to traffic again this year on July 4.

Area residents can deposit forest slash for pickup by Jefferson County on Saturday and Sunday, July 15 and 16, from 9 a.m. to 4 p.m. at Highway 40 dirt lot at Lookout Mountain Road. Rooney Road wood disposal site now is open on weekends. Residents are urged to clear and thin trees and dead limbs and dispose of them at these county wood waste disposal sites, as a treacherous fire season is predicted for summer 2000. Other recommendations are to use hearty landscape products, mulch and water plants to keep them fire-safe.

Call Joan at 303-526-0017 to order a free recommended house number to be posted to assist fire and rescue response.

A house in Spring Ranch was destroyed by fire, apparently from a barbeque propane tank in the garage. A grass fire was put out south of Genesee in Lair of the Bear area.

b.      Tower Committee/T.H.R.E.A.T. - Donations have been received in name of Pete Bates.

CARE volunteer Cort Young has made FCC legal records and index for channels 7 and 9 towers accessible on a CD-ROM that may be purchased from CARE.

The first annual garage sale was a successful fund-raising project.

c.      Open Space, Trails & Recreation Committee - Ron Larson proposed consideration of a new north-south trail that would connect three existing Lookout Mountain parks.

d.      HOA Mentoring - No report.

e.      Lariat Loop Heritage Alliance - No report.

f.      Transportation -  Walt Kaesler reports Colorado Department of Transportation appears to have abandoned idea of pursuing Paradise Hills parcel at Hwy 40 as site of additional auto parking lot because it is not large enough. However, CDOT is still in early stages of studying and planning for air, highway, train, bus and other future transit needs up Mount Vernon Canyon to Eagle County Airport.

 Bill Astle's motion was approved requesting CARE Executive Committee review proposed letter to CDOT including CARE recommendations that alternatives to creating additional canyon-area parking lots be considered and that existing parking lots be evaluated for weekend commuter parking. CARE favors carpooling, but is opposed to adding new area parking sites if existing lots can be used instead.

g.      Land use - No report.

h.      CARE Artist Studio Tour in year 2000 - Bob Smith reported that more than 30 area artists have been contacted to participate in studio tour. Surprisingly, only 10 artists to date have agreed to participate.  He recommends postponing tour, perhaps until spring 2001,  to increase artist participation.

i.      Candidates Night scheduled Monday, Sept. 11, at 7 to 9 p.m. relocated to Evergreen Lake House.  Three members of the League of Women Voters from the local community involved are Purnee McCourt of Genesee, Judy Cattel of Mount Vernon and Carole Lomond of Lookout Mountain Park.

j.      Community Center Exploration Committee -  Joan Schwarz reported obtaining useful information from area recreation districts on how to form a special district or a recreation district. Next steps are to invite area organizations to attend focus groups at the church on Lookout Mountain Road to detail costs and possibilities for the center, and to hear what they would like at the site.

 8.      Old Business
a. Beaver Brook watershed - Don Patton reported U.S. Forest Service request for $2 million to purchase watershed is moving through Congress.

The City of Golden/Clear Creek County lawsuit also continues until the issue is resolved.

MALT is planning a fund-raising hike Aug. 5. Call 303-679-0950 to register and obtain a pledge sheet.

 9.      New Business-   None.
