President Jeff Holland opened the meeting at 7:15 p.m. at Mount Vernon Country Club.
1. Introductions
2. Secretary's report - Linda Shanks - Minutes of 7/14/00 meeting were approved. Note - there was no regular CARE meeting held in August. Instead, CARE participated in a special meeting Aug. 23 at 7:30 p.m. at the Humphrey House Museum in Evergreen. This social meeting brought together members of several Jefferson County mountain volunteer groups, including ENABLE (Evergreen North Area Balanced Land Use Effort), PLEASE (Planned Living Association of South Evergreen), MALT (Mountain Area Land Trust), CCLC (Clear Creek Land Conservancy) FORR (Friends of Red Rocks) and LLHA (Lariat Loop Heritage Alliance) and others. It was an opportunity to network with others who "get it done" in the mountain community.
3. Treasurer's report - Lynn Abram reported a balance of $1,069.31 with no transactions in August. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.
4. Homeowner association delegates' reports:
Paradise Hills - Deb Carney said the HOA held its annual picnic in August. Members authorized a donation to the Lookout Mountain tower fight.5. President's Report - Jeff Holland reported the first meeting of numerous mountain area volunteer organizations was enjoyable and productive. It is likely this event will be held annually.Friends of Colorow Hill - Linda Shanks reported seeing a bear in August. Jeff Holland said a mountain lion has been seen in the area.
Mount Vernon - Kitty Pring said a bear was seen under Ricki Hoekstra's porch.
Genesee - Colin Barton said the community's 2001 with budget has funds set aside for several community projects.
6. Reports of Committees -
a. Wildfire - Joan Schwarz - Reported fire danger still is high7. Old Business
with some restrictions still in place. She distributed the flyer,
"Living With Fire," a 12-page guide to homeowners living in a high fire
hazard environment. It has been posted and distributed to mountain
residents. More copies are available from her at 526- 0017. The county's
Rooney Road wildfire slash disposal site remains open only on weekends
through September.b. Tower Committee/T.H.R.E.A.T. -? Deb Carney reports several
fund-raising events are being scheduled. More details to come. Call Deb
to volunteer at 526-9666. Another tower video is being prepared by Len
Aitken. Jefferson County District Court is presiding over a 106 Review
in CARE's court case opposing Lake Cedar Group's appeal of Jefferson
County zoning decision. The court decision date is unknown.
Bear Creek Development Corp. is appealing the Jefferson County Board of
Adjustments upholding of the zoning administrator's findings of zoning
violations on the United Cable tower on Mount Morrison. A decision date
is unknown. BCDC dismissed with prejudice its appeal of JeffCo county
commissioners' denial of their application to build a new tower on Mount
Morrison. BCDC can refile another tower application. No decision date is
known in the case, which will be decided based on briefs and records on
file. Colorado Court of Appeals will hear CARE's appeal of JeffCo zoning
administrator's issuance of a permit to Fox television station for a
digital antenna. No word on if or when the Federal Communications Commission will decide
in Lake Cedar Group's request that FCC preempt JeffCo denial of Lookout
Mountain supertower.c. Open Space, Trails & Recreation Committee - No report.
d. HOA Mentoring - Dick Bartlett reported continued
interest and contacts for the formation of additional HOAs.e. Lariat Loop Heritage Alliance - Meeting scheduled Sept. 18 at
Morrison Museum.f. Transportation - No report.
g. Land use - Bill Astle reported many are watching and weighing
impact on City of Denver's possible decision to sell Winter Park Resort.
Similar decisions may be made involving other Denver Mountain Parks
properties, including those in CARE mountain communities.h. CARE Artist Studio Tour in year 2000 - No report. Tour
previously postponed.i. Candidates Night on Sept. 11 - Jeff Holland and Bill Astle
reported it was a success with good attendance.j. Community Center Exploration Committee - CARE members passed
motion supporting CARE's submission of grant request for $20,000 to
Great Outdoors Colorado to finance creating a special Canyon Area Parks
and Recreation District. The district's focus would be to protect
foothills open space, to develop linking trails, to create partnerships
for open space and trails, and to develop a community center/town hall
center that fosters open space creation, education and promotion. She
expects to hear preliminary status of grant request in December. CARE
also is expected to apply to JeffCo Open Space for district funding.
a. Noxious Weeds - Kitty Pring sought interest in a possible8. New Business - Jeff Holland requested that any volunteers with
community meeting to share successes and other ideas for education and
control related to noxious weeds.b. Quarry trucks - A letter from CARE is being prepared.
c. C-DOT commuter parking expansion - A letter from CARE is being
prepared.
