   Vice President Bob Smith opened the meeting at 7:15 p.m. at Mount Vernon Country Club in for vacationing President Jeff Holland.

Introductions:

Approval of Minutes:
   Motion made to amend minutes of Sept. 9 meeting replacing Evergreen with Eldorado regarding quarry in item 6g.

Treasurer's Report:
    Cynthia Pougiales Treasurer’s report at end of September showed a current balance of $1,199.31. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

Delegates' Reports:

Rilliet:  Cynthia Pougiales said the Rilliet Park Association is a landowners group that started in the 1920s, not a homeowners association. The Rilliet Park area is a neighborhood group with Cynthia Pougiales as its delegate.

Mount Vernon Metro District:  Ricki Hoekstra reported Kitty Pring led successful effort to receive $1,500 grant from Jefferson County for noxious weed control. Among other control efforts, the grant is funding the free education program Oct. 17at Lookout Mountain Nature Center for children and adults, “Wonderful Wildflowers & Wicked Weeds.”

Genesee Village–Walt Kaesler reported his association is trying to buy the vacant land below Chimney Creek southeast of Lookout Mountain Church property to preserve as open space.

Columbine Glen Trail:  Related to weed control, Joan Schwarz advised that the 106-page color booklet, “Troublesome Weeds of the Rocky Mountain West,” is available free from Eric Lane, state weed coordinator, with Colorado Department of Agriculture, by calling him at 303 239-4182.
 

President's Report:

Committee Reports:

HOA (Homeowners’ Association) Mentoring:  No Report

Wildfire:  Joan Schwarz–noted Fire Awareness signs now post Moderate fire danger due to tall, dried grasses from wet spring and summer and warm, dry fall. Residents are urged to use caution and to clean pine needles from gutters. Smoky haze is from controlled burn in Montrose area. First 500 residents who request them can still obtain a free uniform house number sign recommended by fire department.     The annual Foothills Fire Forum is scheduled March 22, 2000 at Conifer High School.

Lariat Loop Heritage Alliance (CHAPS):  Cynthia Pougiales reported the submission of a grant request to Colorado Historical Society for an alliance brochure and web site. Citizens also are invited to contact her to report and preserve their knowledge of area historic sites and information. Call Cynthia at 303-526-9128.

Beaverbrook watershed/Chavez Trail:  Don Patton reported MALT offered to make 15-minute presentation on watershed issues at November CARE meeting.
    He advised a new trail links Lookout Mountain Nature Center to Denver Mountain Park picnic site next to Buffalo Bill’s Grave.
    He urged Colorado residents to support the many open space issues in the November General Election.
    His motion also was approved to have CARE write a letter supporting U.S. Forest Service appropriation of $10.5 million toward the purchase of the Beaver Brook watershed.

Transportation:  Walt Kaesler reminded members Colorado Intermountain Fixed Guideway Authority Chair Sally Hopper has agreed to attend November CARE meeting to report on the project. Walt also will continue to monitor CDOT Park-N-Ride changes at I-170 and hogback.

Land use:  No Report

Antenna Tower Committee/T.H.R.E.A.T.:  Deb Carney invited residents to attend a CARE fund-raising movie night Friday, Nov. 12, at 7:30 p.m. at Mount Vernon Country Club. The event stars “ A Question of Trust,” the true story of the area community’s fight against the supertower Lake Cedar Group rezoning effort. The film was made by documentary filmmaker and Emmy Award-winner Len Aitken. Tickets are $25. For a reservation, call 303-526-3093.
    The public also is invited to a community meeting and tower update on Thursday, Oct. 28, at 7:30 p.m. at Mount Vernon Country Club. Discussion will include latest threat, which is a proposal to JeffCo Commissioners by Channel 9 of Lake Cedar Group to add an HDTV antenna to its Lookout Mountain tower. Other topics to be discussed are:

• Current legal and government action, as well as revised regulations related to the towers or addition of towers or antenna in the CARE area
• A long-term solution to electromagnetic radiation of the community
• Need to compile an inventory of towers and antennae on Lookout Mountain and Mount Morrison, including search for photos of area that document antennae or lack of them on Lookout Mountain, especially from 1955 to present.
• Research results
• How community residents can help.
• The need for help from volunteers, especially with graphic design, telephone trees, historical research, filing, office work and other tasks related to tower issues.
CARE Artist Studio Tour:  Bob Smith reported tour steering committee attended Boulder art tour for resources on launching its first tour at Lookout Mountain planned for May or September 2000. Letters will go out assessing artists’ input and interest.
Old Business:
    Park-N-Ride changes at I-70 & hogback–CARE will stay in touch with CDOT and other transportation-related plans for the area.

    Proposed Jeffco North Evergreen Recreation Center near Bergen–No report
    Proposed Community Church near Genesee Town Center–No report
    Central Mountains Community Plan update.  CARE sent letter asking for budget consideration for 2001 update. –No report

    Jeffco Noxious Weed Control Grant program–No report

New Business:
    Colorado State Forest Service Mountain Pine Beetle Control Program–Mailings t o area HOA advised this agency can be contacted to visit mountain areas to assess beetle problems and remediation.

    Motion by Colin Barton approved for CARE to write a letter to JeffCo requesting county ask Sheriff’s Department to enforce applicable traffic regulations on speed, turning and trucks at I-70 exit crossing 40E, and to ask if this intersection can be improved.
