    President Jeff Holland opened the meeting at 7:15 p.m. at Mount Vernon Country Club.

Introductions

Special Presentation
    Sally Hopper, a director representing  Jefferson County on the Colorado Intermountain Fixed Guideway Authority, presented an update on CARTS (Corridor Alliance for Rapid Transit Solution), the proposed high-speed transit line with service to communities along the I-70 corridor from DIA west through Mt Vernon Canyon to the Eagle County Airport. She discussed benefits of elevated, fixed guideway monorail system which could be tested in demonstration project from Frisco to Silverthorne by 2003, if voters authorize test in November 2000 referendum. Benefits include small environmental impact, stable at high speeds, proven at 125 mph, highway can be banked, can incorporate utility conduits, can be used to transport people and cargo.
    Public is invited to CIFGA meetings second Wednesday of every month, 9 a.m., 1630 Miner St., Idaho Springs, or  check CARTS Web site at

    Greg Vallin, president of the Mountain Area Land Trust (MALT), urged area citizens to support U.S. Forest Service purchase of the 10-square-mile undeveloped Beaver Brook Watershed 3.6 miles west of Bergen Park.  MALT welcomes donations to fund land appraisal
related to the watershed's purchase. Call MALT at 303-679-0950.

Approval of Minutes of 10/14/99 meeting

Treasurer's Report-  Cynthia Pougiales reported balance at end of October of $1,199.31. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

Homeowner association Delegates' reports:

Mount Vernon:  Ricki Hoekstra passed a booklet around that the Mount Vernon Country Club Land Stewardship Committee had put together about all the birds in the area. She suggested that other HOAs  might be interested in doing something similar. Call her at 303 526-7525 for details.

Genesee Foundation:  Colin Barton reported the foundation has elected new directors and has obtained 20 acres of undeveloped land off Genesee Trail Road near Genesee Village called "the sledding hill." It will be preserved as natural open space.

Panorama Estates:  Ron Larson said neighbors are trying to resolve disputed ownership of local water lines, in connection with maintenance of the lines.

President's Report:  Jeff Holland
    Jefferson County voters in November election authorized additional funding for schools.
    CARE sent letter of congratulations to Buffalo Bill Museum and Grave on its designation as official site of "Save America's Treasures."  December 9 CARE meeting will be held there.
    CARE wrote letter to Clear Creek Commissioners supporting purchase of Beaver Brook Watershed by U.S. Forest Service.

Reports of Committees

Wildfire:  Joan Schwarz said community fire safety signs indicate high fire danger.

Tower Committee/T.H.R.E.A.T.:  Ron Larson reported on several current issues:
    On Nov. 2, Lake Cedar Group (LCG) petitioned the Federal Communications Commission asked for federal pre-emption  in the Lookout Mountain supertower rezoning matter, requesting the FCC to overturn the recent JeffCo Commissioners' decision to deny LCG's request for rezoning. The Towers Committee is taking this new legal action very seriously
    On Nov. 5, oral arguments were heard on the Channel 31-32 lawsuit initiated by CARE. The judge is being asked at this time to rule on conflicting motions for summary judgment.
    On Nov. 12, CARE is holding a celebratory fund-raiser, featuring the premier showing of the recently completed videotape produced by Len Aitken. The subject of the film is the history of the CARE fight and victory against the LCG tower.

HOA Mentoring: No report

Lariat Loop Heritage Alliance:  Cynthia Pougiales said Rep. Tom Tancredo introduced legal legacies project in legislature.

Beaver Brook watershed/Chavez Trail:  Don Patton reported on passage by Clear Creek County  voters of two open space initiatives on November ballot. He encouraged attendance at SOLVE fund-raiser Nov. 21 at Evergreen Lake House and other cash donations to SOLVE, which will help finance its legal fund.

Transportation:  Walt Kaesler followed up on Colorado Department of Transportation's project at Morrison Exit parking areas; landscaping is being planned there. He noted invites area residents to CDOT open house Dec. 2 to give citizen input on CDOT local projects.

 Land use:  Bill Astle advised of public hearing Dec. 1 and JeffCo Commissioners' scheduled action Dec. 14, both regarding Planning Commission draft  of regulations required by local governments for implementing new vested real property rights law approved by Colorado legislature this year.

CARE Artist Studio Tour:  No report

Old Business
     Colin Barton is writing letter on behalf of CARE to JeffCo requesting county ask Sheriff's Department to enforce applicable traffic regulations regarding speed, turning and trucks on I-70 Exit 259 40E and to ask if this intersection can be improved. Gravel trucks from
the quarry are a nuisance.

 New Business
    Notice received of rezoning request to add a house at Rainbow Hill Road.  CARE advised local residents; no further CARE action at this
time.

     Discussion to be continued at upcoming meeting on Trails 2000 program and Bear Creek trail

    Explanation of JeffCo Planning and Zoning Department's new "meet and greet" community Outreach Program with meetings scheduled in Evergreen this winter.

    Plans resurfacing by Leo Bradley for commercial development atop South Table Mountain.

    Nominating Committee formed to nominate CARE officers for 2000.  Mission of Nominating Committee members Joan Schwarz, Jay
Stateler and Bob Smith is to present a slate of candidates to be voted on at December CARE meeting.  Newly elected officers will begin their
term Jan. 1.

    Don Patton motion was approved to connect A. J. Tripp-Addison, director of Denver Mountain Parks, with local citizen groups interested
in locating mileage posts along Beaver Brook Trail.

    The meeting was adjourned at 10:10 p.m.
