President Jeff Holland opened the meeting at 7:10 p.m. at Mount Vernon Country Club.

 3.      Secretary's report - Linda Shanks - Minutes of 10/12/00 meeting were approved.

 4.      Treasurer's report - Lynn Abram reported CARE account balance remains at $1,169.31. This does not include cash and check contributions
received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

 5.      Homeowner association delegates' reports -

Idledale - Bob Smith reported a successful neighborhood clean up, as well as sightings of bears and mountain lions, including a mother with two lion cubs.

Genesee - Colin Barton reported the renovation of one tennis court facility.  Also a new Genesee community sign was approved and will be erected. With increased local deer and elk population, Genesee Foundation is beginning to gather data and begin work toward a plan for living with/managing area wildlife. Election held for Genesee Foundation Board with addition of new members,  Barbara Marks and Frank Davies. Community is heightening road safety/slow speeds with purchase of a speed radar gun.  Patrolling deputies are using it and issuing speed tickets and warnings, which is effectively slowing auto speeds in Genesee.

Lininger Mountain - Nancy Burke reported residents are experiencing increased interference on TV sets, possibly from new stealth cell telephone tower.

Rilliet Park - Cynthia Pougiales reported plans for annual neighborhood progressive dinner. New this year is a children's holiday party scheduled at the Grange.

Paradise Hills  - reported helping catch Lucy Kester's two loose horses, which were returned to their corral.

 6.      President's Report - No report.

 7.       Reports of Committees

a. Wildfire - Joan Schwarz reported Colorado State Forest Service is sponsoring Christmas tree cutting and sales at two areas in Genesee Park on Dec. 2 and 3. The project is a park fund-raiser that also thins trees for wildfire preparedness. Call 303-279-9757 to purchase one of the 500 $20 tree-cutting permits available at the Golden District office. An official study released examining the Hi Meadow wildfire cited the importance of thinning forest vegetation to create defensible space.  Several homes saved in the fire had defensible space surrounding them.  This should be the goal of all mountain area home owners. Citizens  collected a total of 124,198 cubic yards of forest slash to be chipped,  as part of Jefferson County's summer forest clean-up.  Colin Barton reported that Genesee often is seen by visitors as a model of effective forest management with home defensible space, tree thinning and healthy forest stewardship. Nancy Burke said Colorado State Forest Service employees will conduct a wildfire assessment  for mountain homeowners
for a fee. Call 303-279-9757 for details.

b.      Tower Committee/T.H.R.E.A.T. - Deb Carney reported that Channel 51 near Buffalo Bill's grave and museum applied for HDTV license with Federal Communications Commission that would add 1 million watts of power.  CARE filed complaint with JeffCo about Fox Channel 31's transmissions interfering with area television reception. Deb reported that a parabolic antenna fell off its tower on Mt. Morrison. Pinnacle Broadcasting has filed for rezoning to accommodate addition of its towers on Eldorado Peak. JeffCo Open Space fencing around the Boettcher Mansion apparently is involved in electronic interference problems at the mansion.  CARE attorneys have submitted briefs in support of Jefferson County in Bear Creek Development Corp.'s  appeal to overturn JeffCo Board of Adjustments' denial of TV transmitter on Mount Morrison. A decision date is unknown.

c.      Open Space, Trails & Recreation Committee - Ron Larson and Don Patton attended  a meeting of Clear Creek Canyon Advisory Committee on open space issues. Jefferson County Open Space is expected to start work on a master plan for the canyon in 2001.

d.      HOA Mentoring - No report.

e.      Lariat Loop Heritage Alliance - The public is invited to attend an alliance update of Lookout Mountain history and sites prepared by University of Denver students. Their report is Nov. 13 , 6 p.m., at Lookout Mountain Nature Center. The alliance was asked to submit a grant to Colorado Department of Local Affairs to help fund an interpretation program and professional. A fund-raising road rally in the Lariat Loop area is scheduled for the spring. CARE approved Bob Smith's motion to send a letter endorsing the LLHA grant proposal and pledging an unspecified donation at a later time.

f.      Transportation - U.S. Congress authorized $4 million to continue studies and for vehicle testing for the Colorado Intermountain Fixed Guideway Authority's experimental monorail project.

g.      Land use - No report.      Noted request from property owner of 738 Parkview Ave. for county exemption from platting in order to sell 9.7-acres.

i.      Lookout Mountain Community Center Exploration Committee - CARE members approved motion that supported committee's request to have CARE seek $20,000 grant from the Conservation Trust Fund of Jefferson County Open Space to support exploring creating a special parks and recreation district between Golden and Evergreen or joining another existing district. This grant is a back-up grant, in the event that CARE's September grant submission for $20,000 to Great Outdoors Colorado  (GOCO) to explore special district issues is not approved.

 8.      Old Business
a. Noxious weeds - A meeting is scheduled Saturday, Nov. 18, from 11 a.m. to 1 p.m. for a luncheon meeting to celebrate weed eradication and education successes and to share ideas for continuing the war on noxious weeds in the canyon area. Contact Kitty Pring 303-526-4101 and Judy Cattell 303-526-0859 to reserve a space for the free lunch.
 9.      New Business - CARE Nominations Committee members Joan Schwarz and Ricki Hoekstra, in consultation with past CARE presidents, prepared
this slate of candidates for 2001 officers and directors:
Elections are at the Dec. 14 meeting.  New officers' terms begin in January.
