    President Deb Carney opened meeting at 7:05 p.m. at Mount Vernon Country Club.

Approval of Minutes:
    Corrections were made to the minutes of the December meeting and the minutes were approved.

Treasurer's Report:
The treasurer's report was presented by Gene Ditmore. The current bank balance is $1,815.28.

President's Report:

    Thanked organization members for the appreciation card and gift certificate to Mount Vernon Country Club for her service to CARE.
    On Lake Cedar Group antenna rezoning issue, reported that the amount of electromagnetic radiation will double with the new tower. Colorado Department of Health study of cancer cases on Lookout Mountain is not
expected until mid-February.  She proposed passing out leaflets at I-70 exits and at Ralston Elementary School on Jan. 25. She also recommended a community meeting be held Thursday, Jan. 28, at Mount Vernon Country Club from 7 to 9 p.m. to advise community members of health issues, and the Jeffco Commissioners' scheduled vote on the rezoning request Feb. 2.

Delegates' Reports:

Idledale:  Bob Smith said the association met with developer Leo Bradley.

Paradise Hills: Deb Carney asked for approval to give CARE's support to
Morrison area on CONOCO gas station planned signage.  Bob Smith moved and Susan Landon seconded motion that CARE delegates present commit to individual communication in a letter or fax to Jeffco Commissioners demanding postponement of vote on Lake Cedar Group rezoning request scheduled for Feb. 2 meeting pending the publication of Colorado Department of Health cancer study of Lookout Mountain.

SOLVE: Presentation by Etta Debenham, representative of SOLVE (Save Open Lands, Vistas and the Environment) consortium working to preserve Beaverbrook/Lookout Mountain watershed in Clear Creek County.  Carol Lomond moved and Ron Larson seconded motion that CARE donate $100 to SOLVE legal effort and $100 for printing costs of brochure explaining the watershed issue that will be mailed to Lookout Mountain Water District tap owners.

Genesee Group Gathering: Kevin McGregor reported "Spaceship House" has been vandalized extensively, likely by youngsters. Suggests any activity in the area be reported to Jeffco Sheriff for investigation.

Committee Reports:
Wildfire: Joan Schwarz reminded of Jeffco Fire Forum on Jan. 23. Asked for volunteers to assist with check-in and clean-up.

CHAPS (Colorado Heritage Area Partnership): Deb Carney reported for Cynthia Pougiales of growing interest in CHAPS program from several Denver metro area museum representatives.

Chavez Trail: No report.

Antenna Tower Committee: Deb Carney recommended neighborhood associations consider hiring an attorney if legal action against Jeffco commissioners/government is necessary to protect citizens' health
interests regarding antenna/cancer issue.  Reported CSU medical researchers are ready and willing to study/measure health affects on Lookout Mountain citizens' from antenna electromagnetic radiation exposure.
Ron Larson Identified positive aspects for opponents of antenna rezoning including: Safety concerns, historic structures, proposed building at antenna site, and potential interference with area high-tech
operations.

Nominating Committee: Deb Carney moved and all attending delegates approved new CARE officers for 1999.

Second vice president Jay Stateler
Treasurer Cynthia Pougiales
Secretary Linda Shanks.
Smith and Stateler were first and second vice presidents, respectively, on 1998 CARE board.
    All delegates unanimously moved, seconded and applauded a motion to thank outgoing officers president Deb Carney, treasurer Gene Ditmore and secretary Ricki Hoekstra for their guidance, perseverance and hard work
to CARE.

Bob Smith moved and Joan Schwarz seconded motion to adjourn at 9:45 p.m.
