Presentation: Tour of the Buffalo Bill Museum by Steve Friesen,
museum director. He discussed plans to upgrade and expand museum
building and site, among efforts to increase number of visitors from approximately
500,000 annually to grave and museum combined.
President Jeff Holland opened the meeting at 7:45 p.m. at Buffalo Bill Museum.
Combined Introductions and Homeowners' association delegates' reports:
Panorama Estates: Ron Larson said neighbors met for annual holiday gathering and continue to discuss water line issues.Secretary's report- Linda Shanks- Approval of Minutes of 11/11/99 CARE meeting with addition of CARE's $100 donation to MALT.Lookout Mountain Crest: Marianne Lizza said neighbors also are working to resolve water issues.
Idledale: Bob Smith reported neighborhoods' millennium cookbook, What's Cooking in Idledale, is available for purchase for $12. Call him at 303-697-8445 to order a book.
Mount Vernon: Ricki Hoekstra said work is progressing on new Mount Vernon pool, cabana and outdoor facilities.
Rilliet Park: Cynthia Pougiales said 16 neighbors enjoyed a progressive dinner.
Treasurer's Report- Cynthia Pougiales reported a balance at the end of November of $1,099.31. This does not include cash and check contributions received for T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.
President's Report- Jeff Holland
a. Year-end summary of CARE and the central
mountains community included hope that CARE continues to address and represent
best interests of entire community, with no emphasis or special advocacy
for any one area cause or interest. Expect to continue to emphasize
these community issues: fire awareness, trails (Beaver Brook, Chavez
and Trails 2000 ) Beaver Brook watershed, Lariat Loop Heritage Alliance,
Corridor Alliance for Rapid Transit Solution monorail, Colorado Department
of Transportation Park n Rides, land matters and Jefferson County long-range
planning. CARE plans to continue to reach out to assist area
homeowners' associations and to serve as an umbrella resource organization
to the canyon area environment. 2000 events likely to include a meet the
candidates night, artists tour, continued liaison with ENABLE, SOLVE, CCLC
and MALT groups.
Vice President Bob Smith offered praise that was unanimously supported
by attendees for CARE President Jeff Holland's service in 1999,
especially
for his humor, thoroughness and for agreeing to be president next year.
b. Discussion of CARE priorities for 2000 and beyond to be addressed later.
c. CARE e-mail network protocol will now include blind addresses to reduce possibility of unauthorized use of CARE members' e-mail addresses.
Reports of Committees
Wildfire- Joan Schwarz asked JeffCo Emergency Preparedness staff to consider adding necessary software and hardware involving US West and SCC Communications that is being added in Boulder County to alert citizens quickly and automatically by phone in the event of an emergency. Bob Smith said controlled burns are under way in the area of Colo. 74 near Morrison and Evergreen.Old BusinessTrails Committee-No report
HOA Mentoring-No report
Lariat Loop Heritage Alliance-Cynthia Pougiales said the organization was awarded a $8,500 grant to fund a new brochure.
Tower Committee/T.H.R.E.A.T. -
Deb Carney reported that she was in Washington with other attorneys on CARE's behalf and met with members of the Federal Communications Commission to answer their questions on Lake Cedar Group's request for federal preemption in the Lookout Mountain supertower rezoning.
Up to three new repeater sites have been added on Squaw Mountain.

Citizen comment is encouraged Dec. 14 when JeffCo Board of Commissioners considers request by Channel 6 on Colorow Road for an extension for fenced-off areas of high frequency electromagnetic radiation.
Regarding Stealth tree tower at Grapevine-Part 2, CARE has no comment on telecommunications' companies request to add another 7.5 ft of height to this tower.
Transportation-Walt Kaesler-reported on 12/2/99 meeting @ MVCC by CDOT re plans for area Park-n-Rides. CDOT is considering expanding with other lots, including west of Paradise Hills Road and on the south side of exit 256. Another CDOT open house in the area is planned in the spring. The agency plans to complete its environmental impact of its plans by summer with construction set to begin in fall 2003. Citizen comment is encouraged and CARE will continue to keep apprised of plans. a. Mt Vernon Valley Subdivision-Six lots for single family homes averaging approximately 10 acres each are being platted between US-40 and I-70. CARE contacted neighbors. No action to be taken.The meeting was adjourned at 9:30 p.m.b. CARE Nominating Committee of Joan Schwarz, Bob Smith and Jay Stateler presented slate for 2000 year officers. Elected by acclamation to begin their term Jan. 1: President- Jeff Holland; First Vice President - Dick Bartlett; Second Vice President - Vacant; Secretary - Linda Shanks; Treasurer - Lynn Abram.
Outgoing First Vice President Bob Smith, Second Vice President Jay Stateler and Treasurer Cynthia Pougiales were thanked for their outstanding service to the CARE board in 1999.
