    President Jeff Holland opened meeting at 7:10 p.m. at Mount Vernon Country Club.

Approval of Minutes:
    Corrections were made to the minutes of the January meeting prepared by secretary Linda Shanks. Approval of minutes moved by Ricki Hoekstra, seconded by Ron Larson.

Treasurer's Report:
    The treasurer’s report was presented by treasurer Cynthia Pougiales. The current bank balance is $1,865.28.

Delegates' Reports:

Idledale:  Bob Smith said neighbors are involved in efforts to preserve/publicize area’s history. Idledale will continue its active
CARE involvement.

Paradise Hills:   Deb Carney reported neighbors’ strong opposition/action to Lake Cedar Group rezoning request.

Genesee Village:  Walt Kaesler so far unsuccessful getting CARE activities reported in HOA newsletter; will continue his efforts.

Lookout Mountain Park: Carol Lomond said highest electromagnetic radiation readings are at her and adjacent neighbors’ homes on Colorow Road. They continue their strong opposition to new tower and transmission building.

Bill Astle:  Working to involve Chimney Creek I in CARE.

Lookout Mountain Crest:  Linda Pierce saw good participation from her neighborhood at January information forum on tower rezoning. Will contact other neighbors on the issue.

Friends of Colorow Hill: Penne Coplerud said neighbors oppose new tower.  FOCH met with JeffCo transportation engineer about how to reduce traffic speeds on Colorow Road.

Genesee Group Gathering:

President's Report:
   No formal action taken, but consideration can be given at later meetings, on president’s request to establish standing committees/chairs on HOA mentoring, Transportation issues and Land Use. Existing CARE Forestry & Wildlife committee remains inactive. Bill Astle and Walt Kaesler to informally monitor/report transportation matters. Bill Astle to monitor “takings” land use bills in Colorado legislature.
    Colorado Historical Society letter on adopt-a-sign renewal (for interpretive sign in Genesee exit 257 parking lot at I-70) given to Joan Schwarz, who will contact 1996 CARE past-president Gerry Bowles, who is familiar with sign agreement.
    CARE postcards are at Deb Carney’s house. Brochure to be discussed at a later meeting.

Committee Reports:

Wildfire:  Joan Schwarz said 96 citizens attended Jeffco Fire Forum Jan. 23 at Mount Vernon Country Club. Subsequent forums to be held throughout area to reach new audiences and promote on-going awareness. Hiwan Country Club to host forum in 2000. Wildfire Preparedness Committee member Pat Shanks to report on area evacuation plans at April CARE meeting.

CHAPS (Colorado Heritage Area Partnership):  Cynthia Pougiales said CARE name dropped from CHAP letterhead. CARE listed among many supporters as CHAP grows/evolves independently. Beginning work on interpretive master plan encompassing 150 square miles. Next meeting is March 8 at Morrison Museum.

Beaverbrook watershed: Ron Larson will attend next meeting of SOLVE (Save Open Lands, Vistas and the Environment).

Chavez Trail:  No report.

Antenna Tower Committee:  Deb Carney said late State Sen. Tony Grampsas’ final projects before his death were arranging more opposition to new tower and looking for funding for follow-up medical study of electromagnetic radiation’s affect on Lookout Mountain residents. Media expected to detail tower issue in articles, especially detailing press conference Feb. 17 when Colorado Department of Health reports findings of its brain cancer audit of residents of Lookout Mountain antenna areas. Urged members to attend JeffCo hearing on tower rezoning March 10 and to circulate petitions opposing tower.

New Business:
    Bob Smith moved and Deb Carney seconded motion to purchase flowers for Sister Bernadette during her convalescence from surgery.

    Bob Smith moved and Bill Astle seconded motion that CARE’s treasurer open a separate escrow bank account for Antenna Tower Committee.

    Bob Smith moved and Jeff Holland seconded motion to adjourn at 9:30 p.m.
