Presentation:
Northwest Parkway through Golden - Alternatives by Dan Hartman, City of
Golden director of Public Works (and a Lookout Mountain resident), and
Katie Fendel and Tammi Johnson, City of Golden. Motion moved by Carole
Lomond, seconded by Bob Smith, unanimously
approved
to support a comprehensive environmental impact statement and feasibility
study for the proposed Northwest Parkway quadrant through Golden. CARE
will send letters with this request to elected representatives at all levels
of government.

Treasurer's
Report:
The
treasurer’s report was presented by treasurer Cynthia Pougiales. The current
bank balance is $1,844.13. This does not include cash and check contributions
received for THREAT (Tower Hazards & Radiation Exposure Above Tolerance)
new escrow account of Antenna Tower Committee. Those funds are being accounted
for to the board.
Delegates' Reports:
Mount Vernon Country Club: Ricki Hoekstra noted residents approved proposed improvements including remodeled swimming pool, addition of a gazebo and tennis courts.President's Report:Chimney Creek II: Bill Astle reported Chimney Creek II and Genesee Village are together to purchase20 acres of open space known as the “sledding hill” in Genesee.
Genesee Village: Walt Kaesler said his association is considering feasibility of adding a dirt berm along Genesee Village Road and I-70 to reduce traffic noise.
Committee Reports:
HOA (Homeowners’ Association) Mentoring: Jeff Holland will make available to area homeowners’ groups copies of county map with CARE boundaries. CARE web custodian Gary Fluitt is adding neighborhood links to CARE web site. Carole Lomond expressed interest in CARE-sponsored artist studio tour. Bob Smith offered to help organize the project for September.New Business:Wildfire: Joan Schwarz explained fire district’s uniform county address sign program. Signs will be purchased at no cost to first 500 homeowners who request the license plate-like, white reflector signs with black house numbers. Citizens can contact Joan to request an address sign to post on their property. Also explained proposal for a new auxiliary group to support fire department. These volunteers would provide babysitting, run errands and carry out various tasks as requested by fire department during emergencies and non-emergencies.
Pat Shanks’ presentation on residential mapping and emergency evacuation plan postponed to May meeting.Lariat Loop Heritage Alliance (CHAPS): Cynthia Pougiales reported many letters of support received from area organizations, including CARE, Golden Chamber of Commerce, Buffalo Bill Museum, Hiwan Homestead, Golden Pioneer Museum, Astor House Museum, Plan JeffCo, Clear Creek History Park, Friends of Dinosaur Ridge, Morrison Museums, Morrison Action Committee, Colorado Mountain Club, Mother Cabrini Shrine and others. The JeffCo Board of Commissioners will be approached for support.
Beaverbrook watershed/Chavez Trail: Don Patton reported SOLVE is organizing a slide presentation on Beaverbrook Trail scheduled April 21. For Earth Day activities April 24 at Evergreen Lake House sponsored by ENABLE, Mountain Area Land Trust, CARE could be represented with a booth and materials to distribute. Clear Creek Land Conservancy representatives are talking with Chavez Trail landowners about selling land to Jefferson County Open Space or Denver Mountain Parks.
Transportation: Walt Kaesler reported on presentation about proposed elevated guideway rapid transit system along I-70 corridor. Proposed guideway would run from DIA to Eagle County Regional Airport with installation and test phase scheduled by 2008. Benefits for CARE neighborhoods would be no widening of I-70 and reduced I-70 auto/truck traffic. Land use: Bill Astle. Bad news is "takings" bill reintroduced in legislature. It is opposed by CARE and environmental groups. Developers’ vesting bill was approved.
Antenna Tower Committee/T.H.R.E.A.T.: Al Hislop reported on several antenna issues-
Channel 31-Jefferson County claims it can deny permit for additional antennae only if existing tower does not meet standards.
Board of Adjustments hearing was continued to April 15.
Lake Cedar Group-rezoning application extended “to study alternatives” to April 27.
Mt. Morrison-FCC made a determination that this is considered a “controlled area” with limited access only to authorized or incidental people passing through so five times the amount of electromagnetic radiation is allowed. Popular hiking trail to top of Mt. Morrison is within this controlled area.
Jeffco hearing on Mt Morrison tower application is May 4.
Channel 2 on Lookout Mountain reactivating its application to add HDTV on its tower. It can be argued that it is a legal nonconforming use that will have to be processed through hearings to gain approval.
