   President Jeff Holland opened meeting at 7:20 p.m. at Mount Vernon Country Club.

Approval of Minutes:
   Motion made to amend minutes of the June 10 meeting to reflect no report for HOA Mentoring. Minutes approved as amended.

Treasurer's Report:
   Treasurer’s report at end of June showed a current balance of $1,199.31. This does not include cash and check contributions received for
T.H.R.E.A.T. (Tower Hazards & Radiation Exposure Above Tolerance) account of Antenna Tower Committee. Those funds are being accounted for to the board.

Delegates' Reports:

Idledale:  Bob Smith explained Lariat Loop Mountain Gateway program to Idledale Homeowners Association.
President's Report:
    Genesee Park/Chief Hosa management change approved by Denver City  Council with contract awarded to David Peri of Periscope Marketing, Boulder.  Out-going managers David and Jane Christie will continue operations through 1999. They will continue in catering business in new location from old Baci Restaurant site at Genesee Town Center.
    Bob Smith moved and Deb Carney seconded motion to welcome David Peri and invite him to participate in CARE.
    ENABLE issues for Evergreen area include 73/74 intersection downtown, as well as on-going development possible near Wal Mart site.
    Proposed circulating CARE minutes to any homeowners association representatives who would like to receive them.
 
Committee Reports:
HOA (Homeowners’ Association) Mentoring:  Bob Smith proposed meeting with Jeff Holland to develop guidelines to promote mentoring among area homeowners associations.

Wildfire:  Joan Schwarz urged mountain residents to take dead and thinned tree limbs and brush to Ralston Elementary School 9 a.m. to 4 p.m. Saturday, July 10. This is a JeffCo chopper/shredder site on this date only. Residents are encouraged to create/maintain defensible space as some protection from wildfire in heavily forested mountain residential areas. Annual Fire Forum likely will be in Evergreen in February.

Lariat Loop Heritage Alliance (CHAPS):  No Report

Beaverbrook watershed/Chavez Trail:  Don Patton reported a proposed agreement in the negotiated settlement City of Golden/Clear Creek County acreage/watershed issue. Matter is expected to be settled this summer in court. CARE members advocate a solution that safeguards waterways, watershed and reservoirs serving CARE communities.

Transportation:  Walt Kaesler reported highlights of the Colorado Intermountain Fixed Guideway Authority met May 12 include: proposed route from DIA to Eagle County Airport with stops in Arvada, Golden, Evergreen, Idaho Springs, Georgetown and other I-70 communities; testing complete by 2003, project completed by 2008; public votes on the plan in 2000 and 2003; Colorado School of Mines students are involved in several practical studies with the guideway.

Land use:  No Report

Antenna Tower Committee/THREAT:   Deb Carney reported latest hearing with JeffCo commissioners on June 29 included many excellent presentations by area residents, including three teenage girls who worry additional antennae will divide and ruin their community. The final hearing is July 13 at 9 a.m. Commissioners are expected to vote on the rezoning request that day.
    On June 24, CARE sued the Federal Communications Commission appealing its refusal to review the environmental impact of the proposed supertower. The FCC has rejected CARE’s claims the proposed tower would significantly impact the environment or nearby historic sites. The community is encouraged to submit written comments to the FCC on the potential impact of the proposed tower and transmission building on historic properties by July 23.     Also in June, JeffCo obtained its own equipment to measure electromagnetic radiation. Its measurements at several Lookout Mountain tower sites showed EMR levels exceeded federal standards.
    A community potluck is scheduled at 6 p.m. July 14 at Deb and T.J. Carney’s home, 21789 Cabrini Blvd.
    CARE has appealed JeffCo Board of Zoning decision to allow Fox Channel 31’s additional HDTV antennae on Lookout Mountain. CARE and area residents have sued Jeffco for permitting this additional antenna.
    CARE also opposed the tower  proposal on Mt. Morrison.
    The T.H.R.E.A.T. fund-raising dinner and silent auction May 23 was well attended and successful.

1999 CARE Artist Studio Tour:  Bob Smith reported meeting with Carole Lomond and Linda Fine to discuss establishing a steering committee for the CARE fund-raising tour set in late September/early October. Artists contacted are excited about the idea; approximately 20 local professional artists will be included in the tour.

New Business:

    Presentation by Sprint PCS employees and consultant from Liberty Wire Star representing Sprint PCS request to JeffCo for rezoning in Riva
Chase at 1044 S. Grapevine Road. Rezoning affects 10-acre Grosvenor’s Ridge parcel now site of two antenna towers: 1 tower serves AT&T,
Western Wireless and US West Wireless; 1 tower serves Air Touch.  Rezoning would replace Air Touch tower with a stealth tree (antenna
tower camouflaged with plastic to look like a tree) that would serve Air Touch and Sprint PCS. CARE expressed concern about present and future electromagnetic radiation emitted from the towers, as well as potential for additional antennae to be permitted in this mountain residential area. CARE members will measure EMR and meet with JeffCo Planners on the issue.
